This is the fundamental reason why local government units (LGUs) are created: promoting and advancing the common welfare of constituents and to improve the socio–economic conditions of the whole community. This role is derived from the view that local governments are considered to be “the most proximate” to the people and perform the function of linking national government with local concerns (Ocampo-Salvador, 2000).
